Create a New Scouting Unit

Starting a new Scouting unit is one of the most meaningful ways to strengthen a community. Done well, a new pack, troop, crew, ship, or post can serve generations of youth across decades. Successful units are built on strong partnerships, committed leadership, and a clear understanding of Scouting’s values that are the bedrock of a consistent, high-quality program.

Every unit is chartered by a local organization (or can self-charter with appropriate approvals). The “chartered organization” is often a school, faith-based institution, civic club, or nonprofit, and they agree to provide oversight and often meeting space and community support. In return, Scouting delivers a structured youth program aligned with character, leadership, and service. A healthy chartered organization relationship is foundational. Without it, a unit will struggle.

A new unit also requires a committed adult team from the beginning. At minimum, this includes a:

  • Chartered Organization Representative
  • Committee Chair
  • Unit Leader (Cubmaster, Scoutmaster, Advisor, Skipper, etc.)
  • and at least two additional registered adult leaders.


Beyond meeting minimum requirements, the strongest new units build a small but reliable committee that can share responsibilities, support recruitment, and ensure continuity beyond the first year.

Meridian does not take a passive role in new unit formation. We understand where there are service gaps in our communities. We know what has worked in the past — and what has failed. We can help identify potential chartered partners, advise on adult team structure, support initial recruitment, and walk alongside you through the approval and launch process. You do not need to navigate this alone.

Our district chair, district commissioner, and our full-time district executive will work with you throughout the process.
